Indonesia has now implemented mandatory IMEI registration for many devices purchased overseas. IMEI is a 15-digit number found on every mobile device, both iOS and Android. This unique set of numbers must be registered in order for mobile phone users to connect to the services of mobile operators operating in Indonesia.

Definition of IMEI
IMEI or International Mobile Equipment Identity is a 15-digit international number created from an 8-digit type assignment code assigned by the Global System for Mobile Associations to uniquely identify HKT devices and/or those devices connected to a mobile network. HKT devices include cell phones, handsets and tablets (HKT).
IMEI Registration Fees
IMEI registration is free, but HKT import duty and tax (PDRI) will be charged. Each passenger is exempt for USD 500 and the excess is subject to import duty and PDRI, including 10% import duty, 11% VAT and 10% income tax for those with NPWP or 20% for those without NPWP. Although IMEI registration is free of charge, goods shipped with a FOB value between USD 3 and USD 1,500 are subject to import tax at 7.5% of the customs value and VAT at 10% of the import value.
IMEI Registration for Tourists/Expats
If you are only staying in Indonesia temporarily (e.g. for tourism or business purposes), do you need to register the IMEI for the HKT you are carrying? The answer is no.
There are some conditions that need to be met, including HKT from abroad that is used in Indonesia still uses a SIM from the country of origin (roaming), uses an Indonesian SIM card registered at the telecommunication point to access the telecommunication network for 90 days.
IMEI Registration Process
According to the Regulation of the Director General of the General Department of Customs and Special Consumption Code PER-13/BC/2021, IMEI HKT registration of passengers on air transport vessels carried out by submitting an application to the Customs via https://www.beacukai.go.id or the Customs mobile application available on Playstore.
Proof of completion of the electronic form in the form of a QR code is then presented to the Customs officer upon arrival in Indonesia by presenting a passport, boarding pass, invoice (if applicable) and other identification documents. Once the passenger has left the arrival terminal, the QR code proof can be presented to the nearest customs office.
Data to be Prepared
IMEI registration process requires careful and complete document preparation to ensure a smooth and successful registration. Here are some of the documents that need to be prepared.
- Applicant’s name;
- Applicant’s identification number;
- NPWP, if applicable;
- Flight number, voyage number or land transportation number.
- Date of arrival of the transportation, if the request is made by a passenger or crew member of the transportation.
- Number and date of the consignment note or PIBK, if the application is submitted by the consignee;
- Telecommunications equipment number;
- Type of telecommunications equipment;
- Trademark of the telecommunication equipment;
- Type of telecommunications equipment;
- IMEI according to the telecommunication device; and
- E-mail address or telephone number at which you can be contacted.
