KITAP Indonesia: Doorway to Permanent Residency

If you are planning to stay in Indonesia permanently, we strongly recommend that you apply for a permanent stay permit (KITAP). KITAP is a document that is required by foreigners for permanent residency in Indonesia.

Many foreign nationals (WNA) living permanently in Indonesia are sometimes confused about the requirements for obtaining a KITAP. KITAP and KITAS are two different things.

So, what is KITAP? What are the requirements and how do you create and extend KITAP? Read the full information below.

What is KITAP

KITAP means Permanent Residence Permit Card. According to the website of the Directorate General of Immigration of the Ministry of Law and Human Rights of the Republic of Indonesia, a Permanent Residence Permit Card or KITAP is a document in the form of a notification letter or permit issued to foreigners who hold a Permanent Residence Permit. (ITAP).

Based on Government Regulation No. 48 of 2021, a Permanent Residence Permit or ITAP is a permit granted to certain foreigners to reside and settle in Indonesian territory as Indonesian residents.

KITAP Permanent Residency Requirements

To obtain KITAP, you can apply to the director of the Immigration Office or a designated immigration officer. The KITAP application is submitted by the guarantor or responsible party by completing the data request and attaching the following requirements:

  1. Letter of guarantee from the guarantor
  2. National passport that is valid and still valid
  3. Residence certificate
  4. Power of attorney with sufficient stamps, if the application is made based on authorization.

For the record, the above are general requirements. Other requirements may vary depending on the regulations of the local immigration office where the applicant applies for KITAP.

KITAP Permanent Residency Benefits

Having a KITAP provides several benefits, including a five (5) year validity period, the ability to buy and own property in the name of a foreigner, and the ability to obtain a MERP (Multiple Re-Exit Permit) which is valid for two years and allows you to exit and re-enter your home country without having to apply for a new visa.

Spouse KITAP

After two (2) years of marriage, you may apply to convert your spouse’s KITAS to a spouse’s KITAP. To obtain a spouse’s KITAP, the marriage must be valid and legalized according to the Indonesian Marriage Law. 

The marriage period must be at least two (2) years before a foreign spouse can change from KITAS to KITAP. During this KITAP application process, the Indonesian spouse will be the sponsor for the foreign spouse.

Requirements for Spouse KITAP: 

  • Indonesian Citizen Spouse Documents:
  1. Indonesian ID card (KTP)
  2. Family registered card (KK)
  3. Married certificate (Authorized by the Indonesian government)
  • Expat Documents:
  1. Passport
  2. A picture with a red background (3cm x 4cm)
  3. KITAS
  4. Domicile letter 
  5. Residence certificate (SKTT) from the Indonesian Registry Office

KITAP Investor

KITAP Investor allows you to save time and effort by carrying out legal procedures only once every five (5) years. However, before applying for this KITAP, you must have worked in a similar position in Indonesia for at least 4 years.

Requirements for Investor KITAP: 

  • Expat Documents:
  1. Passport with a minimum validity of eighteen (18) months
  2. KITAS that is valid for at least 3 months 
  3. A picture with red background (4cm x 6cm)
  4. Issuance of Expatriate Employment Permit (IMTA)
  5. Expatriate Placement Hiring Plan (RPTKA)
  6. Expertise and Skills Development Fund (DPKK)
  7. Residence certificate (SKTT) from Indonesian Registry Office

Company Documents:

  1. Deed of company establishment (Akta perusahaan)
  2. Deed of amendment (if any) 
  3. Attestation letter details
  4. Tax Registration Number (NPWP)
  5. Business Identification Number (NIB from OSS)
  6. Approval of Conformity of Space Utilization Activities (PKKPR from OSS)
  7. Mandatory Employment Report (WLTK based on UU no.7)
  8. Letterhead with stamp, one (1) sheet
  9. Director’s / HRD’s ID Card (KTP) + Tax Registration Number (NPWP)
  10. Indonesian worker’s ID card (KTP) + photo of 1 employee (as a companion Indonesian worker) if the position is not a director
  11. Bank account with minimum balance IDR 20.000.000 / USD 1.500 (company account / expat account)
